Senior Project Controls Specialist

Position Summary

We are seeking an experienced Senior Project Controls Specialist to support the U.S. Army Corps of Engineers (USACE), Charleston District, by providing enterprise project controls, scheduling, reporting, and data management support for the District's Civil Works, Military, International, and Interagency programs.

The Project Controls SME serves as the technical expert supporting USACE project planning, scheduling, resource management, and enterprise reporting within the Program and Project Management Information Suite (PROMIS). This position works closely with Government Project Managers and Program Managers to develop, maintain, analyze, and improve project schedules, budgets, and performance metrics across a diverse portfolio of infrastructure projects.

The successful candidate will possess extensive Primavera scheduling expertise, strong analytical skills, and the ability to transform project data into meaningful management reports and dashboards.

Primary Responsibilities

  • Develop, maintain, and update project schedules using Primavera P6.
  • Maintain project information within PROMIS and associated enterprise systems.
  • Verify schedule integrity, logic, milestones, constraints, and resource assignments.
  • Coordinate schedule updates with Government Project Managers.
  • Perform budget and expenditure reconciliation between Primavera and CEFMS.
  • Create and maintain Work Breakdown Structures (WBS).
  • Develop Power BI dashboards and executive reporting products.
  • Produce project status reports supporting Command Management Reviews, Project Review Boards, and executive briefings.
  • Perform data validation and quality assurance activities across enterprise project management systems.
  • Research and resolve project data discrepancies.
  • Support Project Initiator and PROMIS System Administration activities.
  • Develop customized reports and data visualizations to support program management.
  • Train Government personnel on project controls processes, scheduling practices, dashboards, and enterprise reporting tools.
  • Document procedures and develop user guides as required.
  • Support implementation of new project controls technologies and enterprise reporting capabilities.

Required Qualifications

  • Expert-level experience with Oracle Primavera P6 scheduling software.
  • Demonstrated knowledge of project planning, scheduling, and project controls methodologies.
  • Experience performing schedule analysis, resource planning, and project performance reporting.
  • Advanced Microsoft Office skills, particularly Excel.
  • Experience with Oracle-based enterprise systems.
  • Experience using Business Objects 4.3 or similar enterprise reporting tools.
  • Experience developing dashboards using Microsoft Power BI.
  • Strong analytical, organizational, and problem-solving abilities.
  • Excellent written and verbal communication skills.
  • Ability to train and mentor Government personnel.
  • Ability to work independently while supporting multiple concurrent projects.

Preferred Qualifications

Candidates with one or more of the following will be highly competitive:

  • Experience supporting the U.S. Army Corps of Engineers (USACE).
  • Experience with PROMIS.
  • Experience with CEFMS.
  • Experience with Resident Management System (RMS).
  • Experience with Enterprise Data Warehouse (EDW).
  • Familiarity with USACE Project Delivery Business Process.
  • Experience supporting Federal construction, civil works, military construction, or infrastructure programs.
  • Project Management Professional (PMP) certification.
  • Oracle Primavera P6 Professional Certification.
  • Experience developing executive dashboards and performance metrics.
