Project Controls Scheduler / PROMIS Analyst

Position Type: Full-Time

Tatra Solutions is seeking an experienced Project Controls Scheduler / PROMIS Analyst to support the U.S. Army Corps of Engineers (USACE), Charleston District Programs, Planning, and Project Management Division. This position provides mission-critical project controls, scheduling, reporting, and data management support across Civil Works, Military, and International & Interagency programs.
The selected candidate will support the District’s Program and Project Management Information Suite (PROMIS) environment and related enterprise systems including Primavera P6, CEFMS, RMS, Enterprise Data Warehouse (EDW), and Power BI dashboards.


Key Responsibilities
  • Maintain and update project schedules within Primavera P6 and related PROMIS applications
  • Coordinate schedule updates and project controls activities with Project Managers and Program Managers
  • Add and configure new projects within PROMIS and associated enterprise systems
  • Verify project budget and expenditure alignment between Primavera and CEFMS
  • Conduct schedule integrity reviews to ensure proper sequencing, logic ties, constraints, milestones, and forecasting methodologies
  • Perform Project Initiator functions, including maintenance of project delivery team (PDT) data and project metadata
  • Develop reports, dashboards, and data visualizations using Microsoft Power BI and other reporting tools
  • Research and resolve data discrepancies across PROMIS-related systems
  • Execute global data corrections and maintenance activities within Primavera and PROMIS databases
  • Support monthly reporting requirements for Project Review Boards (PRB), Command Management Reviews (CMR), and Directorate Management Reviews (DMR)
  • Provide training, coaching, and user support to government personnel and contractor staff on PROMIS tools, scheduling practices, dashboards, and enterprise interfaces
  • Develop and maintain process documentation and user instructions for PROMIS system operations
  • Assist with data integration between enterprise systems including CEFMS, RMS, EDW, and other USACE applications
  • Support development of custom reports and program governance visualizations for leadership review
The position supports approximately 215 active projects across Civil Works, Military, and Interagency programs with varying levels of scheduling and project controls complexity.


Required Qualifications
  • Minimum 5 years of project controls, scheduling, or project management support experience
  • Advanced proficiency with:
    • Primavera P6 / Primavera Project Manager
    • Oracle-based systems
    • Microsoft Office Suite
    • Microsoft Power BI
    • Business Objects 4.3
  • Strong understanding of project planning, scheduling, resource loading, and project execution controls
  • Experience with enterprise reporting and dashboard development
  • Knowledge of Work Breakdown Structures (WBS), earned value concepts, and schedule logic analysis
  • Ability to work independently in a fast-paced federal project environment
  • Strong communication, documentation, and customer support skills
·U.S. citizenship is required for system access eligibility.
Preferred Qualifications
  • Experience supporting USACE, DoD, or other Federal Government programs
  • Familiarity with PROMIS, CEFMS, RMS, EDW, CAPCES, SPS, or related USACE systems
  • Prior experience providing training or system user support
